    1.0 background

    The tasks, powers, and functions of the Ministry of Justice and its constituent agencies are derived from Executive Order No. 292 or the Administrative Code of 1987 and their respective institutional statutes.

    As part of corrective and restorative justice services, it includes the deterrence, restraint and reformation of criminals, as well as the ultimate restoration. For the proper custody and reform of criminals, the Bureau of Corrections and Corrections (BuCor) ensures that national prisoners are reformed while serving their sentences, and prepares them to reintegrate into mainstream society

    The NBP highest security camp is a compound that not only houses death row prisoners and prisoners sentenced to life imprisonment, but also those who have been convicted multiple times, many outstanding cases and people with more than 20 years of imprisonment. Next to the highest security camp is Bulding Prison No. 14, which houses high-profile and high-risk prisoners.

    2.0 goals

    The purpose of the signal jamming system is to maintain complete control of communication devices and prevent prisoners from using these devices in the newly completed Billy Bied Prison. The system will have the ability to shield, interrupt, jam, and track communication signals to prevent inmates in the New Bilibid Prison (NBP) facility from using unauthorized equipment.
    The signal jamming system will allow the correctional authorities to focus their resources on “persons concerned” to better monitor and manage their personnel, and increase productivity when entering prison facilities, as minimal supervision is required.

    2.1 Implement stricter monitoring of personnel/visitors who bring contraband into prison facilities.
    2.2 Maintain complete control of communication devices and prevent prisoners from using such devices in the newly opened Billy Bied Prison.
    2.3 In the new Bilibid prison facility, block, interfere, interrupt, and track the communication signals and devices used by prisoners.
    2.4 The Operation Center (OpCen) has been enhanced to accommodate signal interference systems and closed-circuit television monitoring systems, as well as strict monitoring of personnel entering the office.
    2.5 Provide industrial-grade generators to ensure the continuous operation of the signal interference system, closed-circuit television monitoring system, operation center and other related offices

    5.1 The services provided include but are not limited to the provision, delivery, installation, testing, commissioning, operation of signal interference systems, closed-circuit television monitoring systems, operation center upgrades, industrial generators, etc. for BuCor, including but not limited to software licenses, hardware equipment And the required civil works
    5.1.1.1 Signal interference system

    5.1.1.2 Provide necessary software licenses and hardware equipment to enable the signal interference system to operate fully.
    5.1.1.3 Real-time monitoring of detected unauthorized communication equipment.
    5.1.1.4 Block, interrupt, interrupt and track communication signals and equipment in the following locations;
    5.1.1.4.1 NBP largest, medium and smallest safe camp

    5.1.1.5 Provide historical data records and documents for analysis, reports and charts.

    5.1.2 Closed-circuit television monitoring system-monitor the signal interference antenna and its components to prevent interference or any unexpected events that may interrupt the signal interference system operation.
    5.1.2.1 Provide brand-new software and hardware equipment to enable closed-circuit television monitoring systems (such as network video recorders, closed-circuit television cameras, etc.) to work normally.
    5.1.2.2 CCTV cameras should be placed in strategic locations to monitor signal interference antennas and components that are easily destroyed by humans.
    5.1.3 Upgrade/Upgrade of Operation Center (OpCen)
    5.1.3.1 OpCen should be upgraded/enhanced to adapt to the identified equipment (ie, signal interference system, closed-circuit television monitoring system, etc.).
    5.1.3.2 An independent local area network (LAN) should be set up to connect the signal interference system with the CCTV monitoring system and other system components.
    5.1.3.3 Upgrade/enhance the office access control system that can use fingerprint biometrics, access card and/or access code.
    5.1.4 Generator set---Ensure the continuous operation of the signal interference system, CCTV monitoring system and operation center.
    5.1.4.1 A brand new industrial power supply shall be provided for OpCen to adapt to the identified equipment (ie signal interference system, revolving door channel system and closed-circuit television monitoring system, etc.).
    5.1.5 Structured wiring-The signal interference system, closed-circuit television monitoring system, access control system and other components of this project should be separately equipped with a local area network (LAN) to ensure system safety.
    5.2 Provide required civil engineering and electrical facilities for the power supply of all project components.
    5.3 The service provider shall ensure that all components of the project work in accordance with the functions and operational capabilities of each component.
    5.4 Provide comprehensive training for end users, including the operation and maintenance of all project components such as signal interference system, CCTV monitoring system, and access control.
    5.5 The service provider shall provide at least two technicians to BuCor-Operation Center to provide assistance and technical support for the operation of the system during the warranty period, and report to the office at least twice a week or as needed.
    5.6 Provide at least three (3) years of service maintenance, effective from the date of issuance of the acceptance certificate.

    6.0 Technical Specifications

    7.0 Technical Support
    7.1 The service provider shall provide technical support via telephone/fax, and assist in solving technical and other related issues on-site. Resolutions can be delivered via telephone, electronic and/or on-site resolutions. It refers to a situation where the reported problem is solved by the service provider and satisfied the end user.
    7.2 The service provider must have a local technical support and maintenance office to provide necessary support and maintenance for the system.

    7.3 The service provider shall ensure that there are always on-site technicians to provide technical support to BuCor, and shall report to OpCen and/or the director of the Information Technology Center within three hours after receiving the support request.

    7.4 Replacement of damaged/inactive interfering antennas and other components of the system (software and hardware) shall be completed within five (5) hours after receiving the report.
    8.0 Training
    8.1 The services provided must provide a comprehensive training program for authorized personnel of the Ministry of Justice and BuCor, including the implementation and operation of signal interference systems, closed-circuit television monitoring systems, access control, etc. The service provider shall provide training, but not limited to the following aspects of the system;
    8.1.1 System operation
    8.1.1.1 Features and Functions
    8.1.1.2 Report
    8.1.2 Equipment maintenance and manuals
    8.1.3 System Maintenance and Manual
    8.1.4 User manuals for all components of the project
    8.2 Training/technology transfer should be carried out before the final acceptance of the project.
    8.3 All training costs incurred during the training period shall be borne by the service provider, including training venues and student meals.

    9.0 documentation
    9.1 The service provider shall submit the implementation/project plan to the Ministry of Justice and BuCor for approval before the start of the project.
    9.2 The service provider shall submit the construction plan approved by the Ministry of Justice and BuCor.
    9.3 The service provider must provide the user manual, system manual and technical information of all equipment including its components for each project component. Must provide complete hardware, software (license), utility and cd documentation, including component list and serial number.
    9.4 Submit timetables and activities in Gnat chart format to be approved by the Ministry of Justice.
    9.5 The service provider shall provide copies of all certificates and test results required within the scope of this authority. This is to ensure the quality and standard compliance of the proposed system and its components.
    9.6 Submit a status report once a week, detailing achievements, project risks and problems, and follow-up tasks.
    9.7 Ensure that all deliverables are submitted and completed on time.

    10.0 Information confidentiality
    Service providers shall comply with the relevant provisions of the "Data Privacy Act 2012" (RA No. 10173), the "Implementation Rules" and the "Announcement of the National Privacy Commission on System Security Features".

    10.1 The service provider agrees to hold proprietary information strictly confidential, and also agree not to copy, transcribe or disclose proprietary information to third parties without the prior written permission of the Ministry of Justice and the Bureau of Corrections.
    10.2 In order to protect sensitive information, service providers should sign a non-disclosure agreement (NDA) to protect the data in the system. Similarly, all personnel and subcontractors of the seller participating in the project should also sign a confidentiality agreement.
    11.0 Qualification of Service Provider
    11.1 The service provider shall have a reliable record in the supply of IT and software solutions, information systems and ICT equipment in the Philippines for at least ten (10) years. Bidders must submit their company profile and previous performance records.
    11.2 The service provider must complete at least ten (10) system implementation projects, develop an information system among Philippine government agencies, and deploy ICT equipment to at least one (1) agency within the “national scope”, and provide corresponding support and maintenance. Must provide a project completion acceptance certificate supervised by a certified licensed electronic and communications engineer managed by a registered project management institute (PMI)
    11.3. The service provider should assign a project manager (PM) whose license is issued by the Philippine Chapter Project Management Association or its equivalent
    12.0 Implementation timetable
    The supply, delivery, installation, testing, commissioning and commissioning of the signal interference system of the Bureau of Reeducation through Labor (BuCor) shall be completed within six (6) months after receiving the notice.
    13.0 Service provider's guarantee
    13.1 The warranty period is three years, and the warranty period starts from the date of issuance of the acceptance certificate.
    13.2 The service provider shall not transfer, pledge or subcontract any part or benefit.
    13.3 The service provider guarantees that it shall strictly abide by the terms and conditions within the scope of its powers
    14.0 Payment schedule
    14.1 Project mobilization and data collection 10%
    14.1.1 The service provider shall submit the implementation/project plan to the Ministry of Justice and BuCor for approval.

    14.2 Hardware delivery 20%
    14.2.1 Delivery receipt should be submitted
    14.2.2 The Ministry of Justice and BuCor shall inspect the hardware delivery, and if it meets the requirements, an acceptance certificate shall be issued as a billing requirement
    14.3 Complete installation and configuration 20%
    14.3.1 The service provider shall submit the acceptance certificate for the installation, configuration and operation of all components of the project.
    14.3.2 The Ministry of Justice and BuCor will conduct system tests and drills for verification.

    14.4 File 10%
    14.4.1 Technical documents, circuit diagrams, schematics and construction plans should be submitted for approval by the Ministry of Justice.
    14.4.2 The user manual and other necessary documents should be submitted.

    14.5 Training 10%
    14.5.1 The training schedule and discussion topics should be submitted to the Ministry of Justice and BuCor for approval.
    14.5.2 Train designated Ministry of Justice and BuCor personnel.
    14.5.3 The Ministry of Justice and BuCor issue a certificate of completion of training.

    14.6 Project handover and completion 30%
    14.6.1 A certificate of completion shall be submitted to prove that all project components have been completed.
    14.6.2 The Ministry of Justice will verify that all requirements have been met and delivered to service providers.
    14.6.3 The Ministry of Justice will issue the following certificate: Project acceptance/completion.

    Annex A-Signal Interference System
    The signal interference system should have the following characteristics and functions;
    1. Continuously, simultaneously block, interrupt, and track all available signals and devices within the communication coverage area.
    2. Minimize the "overflow" of signal interference with neighboring communities.
    3. It should have an expandable signal interference function to deal with signal interference flexibly.
    4. The graphical user interface (GUI) function can manage multiple jammers at the same time.
    5. There should be a built-in geographic information system (GIS) to provide users with a map view of NBP (prison) facilities.
    6. It shall have the ability to monitor the "uptime and downtime" of each signal interference antenna/equipment.
    7. Real-time monitoring of unauthorized equipment within the range of the signal interference system should be carried out.
    8. It should be able to display alarms on the user workstation through the access authority, with a detailed description of the alarms.
    9. All servers/devices and various components connected to the network should be continuously checked for communication through a graphic screen.
    10. Should have historical data and use tables for analysis, graphs and reports. It must be able to generate reports about alarms by date, device name, etc.
    11. Should be able to organize multiple user groups and access permissions.
    12. With audit trail function, you can monitor system logs and access.
    13. Desktop computers on site and off site should have the ability to simultaneously manage, control and monitor signal interference antennas, and they should be independent of each other. 14. The communication between each signal interference system and the desktop computer controlling/monitoring the signal interference system should support at least one or more of the following secure communications: TLS 1.2, hardware AES-256 and RSA-2048 (if Perform key exchange).
    15. Each end of the secure communication mentioned in 6.5 shall not agree to the protocol downgrade request.
    16. It should be possible to create a profile of the detected mobile communication device.

    Note:
    o These are authentication/encryption/data integrity/secure key distribution protocols.
    o AES is a standard encryption protocol
    o TLS is a standard protocol used to exchange information between two parties, it uses other protocols to achieve its goals
    o RSA itself is an asymmetric algorithm, it uses a 2048-bit key in our implementation (considered to be very secure)

    17. Mobile communication equipment tracking capability
    17.1 It should be able to detect and track all mobile communication equipment within the coverage of the signal interference system to achieve automatic tracking.
    17.2 It shall be possible to accurately locate the actual location of the equipment within a range of at least 5 feet or less.
    17.3 Must be able to support multilingual SMS format.
    17.4 It shall not interfere with the normal operation of the network and shall not be detected.
    17.5 It can record and save the IMEI (International Mobile Equipment Identity), IMSI (International Mobile Subscriber Identity) and SIM (Subscriber Identity Module) of the detected mobile communication device.
    17.6 It must be able to automatically generate the graph of the target IMEI and IMSI connection.
    17.7 It must support real-time decoding of communication sessions, the session key cracking time is 0.05 seconds, and the decoding rate is 99%.
    17.8 It should support the analysis of the radio electronic environment, detection of base stations, automatic mapping and channels.
